I think the aviation psychologists need to work on this one. What is it about an agency that shows such resistance toward fixes for such obvious flaws in our radar data processing? Why has this gone on so long? What is the mind set within the FAA that generates replies to my Unsatisfactory Condition Report in which statements like "...described some limitations of our system but not unsatisfactory conditions."
