
This was my third suggestion, and still is. Willard Meilander <willcm@mcs.kent.edu> has written many papers over the years, which basically say that current ATC data processing techniques have shown that they cannot satisfy the processing tasks they are called upon to do. He states that "...scheduling complexity theory, an expanding branch of computer technology, shows that dynamically scheduled multiprocessors are not predictable in real-time missions." He says that the FAA has been proving the validity of that statement since the first multiprocessors in 1965. Is anybody listening to this man?
