One of the biggest problems with the OCSEA representation is that
we cannot compel management to mediation unless they agree to it.
What happens then is that the grievance is dropped for untimely
advance. This amounts to allowing voluntary compliance with
the contractual requirements since there seems to be no way to force
management to comply if they don't want to.
In addition, there seems to be a growing synergistic relationship
between management and the Union that has eroded the quality of
representation. The Union has been known to drop grievances
without justification over the objection of employees at the request of
management.
